How PLMR supported Frasers Group to gain planning consent for its Global HQ Campus

The Situation

PLMR were appointed by Frasers Group in 2021 to undertake stakeholder and community consultation for its proposals for a Global Headquarter Campus at Junction 2 of the M6 in Rugby, Warwickshire – south of the village of Ansty.

This represented a major opportunity for the former FTSE 100 company and the region, with the opportunity to create more than 7,000 jobs, grow the local economy by 10% single handedly, and represent a £500m+ investment from the business into its new milestone campus which includes cutting edge logistics, offices, R&D retail, a hotel, and leisure facilities with access for the community, in proposals that put sustainability at the forefront.

What we did

In delivering our consultation programme we actively engaged with key political and community stakeholders, alongside the community and residents of Ansty and other nearby villages.

This included a wide-ranging meeting schedule with senior representatives from Rugby Borough Council, Warwickshire County Council, Coventry City Council, Mark Pawsey MP, and the Mayor of the West Midlands. It also included parish councils, including meetings with Ansty Parish Council and Shilton & Barnacle Parish Council.

We sought to highlight the key benefits of the proposals to these stakeholders, including the significant value they would bring to the region in terms of jobs, economic contribution, and investment from a major UK business.

Alongside this we also launched a dedicated consultation website to clearly showcase the proposals, distributed leaflets to the community alongside a press release to relevant media and held two rounds of public exhibitions.

The feedback received as part of the consultation programme helped shape the scheme in several important ways and the finalised plans which were submitted.

The Result

As a result of our efforts, Frasers Group achieved planning consent from Rugby Borough Council in December 2024 for its global HQ campus in Warwickshire.
