Noel was Chair of NHS Digital from 2014-2021, and was a main Board member of NHS England and Chair of Healthcare UK, where he led on designing and executing major pivots in strategy beginning with the NHS 5 Year Forward View and continuing through to the 10 year Delivery Plan.

His formative career was spent modernizing complex multi-national banks. He is an expert in business change, organizational development and complex strategy implementation in dynamic environments.

He currently holds a portfolio of Board positions focused on transforming businesses using digital and workforce solutions in complex stakeholder environments. He joined PLMR as a Strategic Advisor in March 2023.
