How PLMR supported Thurrock Council to undertake a programme of community engagement for its new Local Plan

The Situation

Snapdragon at PLMR was appointed by Thurrock Council in partnership with The Prince’s Foundation to undertake a programme of community engagement to support its new Local Plan. This community consultation followed and built upon the initial Issues and Options, and ‘Your Place Your Voice’ consultations undertaken by Thurrock Council in 2018 / 19. We were tasked with boosting Local Plan engagement above the usual 1% response rate.

What we did

The programme of engagement took place in two stages over the course of two years and followed the Prince’s Foundation’s BIMBY process.

The first phase of engagement ran from January to March 2021 and included workshops with landowners who had submitted their sites in the ‘Call for Sites’ process. Additionally, an online survey ran to seek the views from the wider public on the ‘strengths’ and ‘areas for improvement’ in their area.

The second phase of engagement ran from June 2021 to March 2022 and involved a further engagement survey which sought to build on the feedback from phase one, as well as hosting workshops with key community stakeholders, landowners, and engagement events for the wider public.

The Result

Throughout the duration of the consultation, a total of 1, 479 feedback responses across the eight possible growth areas were received, in various forms. This was a feedback rate of 3.03%, which exceeded the goal of achieving above the average rate of 1%, providing Thurrock Council with valuable feedback and information from the local community on the proposed new Local Plan.
