The Situation

Moda Living appointed PLMR to deliver consultation, stakeholder engagement, public affairs and communications support for two major Build-to-Rent developments in Birmingham: Great Charles Square in the Jewellery Quarter Conservation Area and Plot D at New Garden Square on Hagley Road.

Both schemes were significant in scale and prominence. Great Charles Square proposed 722 new homes, including a 39-storey tower in a sensitive heritage location, while New Garden Square formed part of a wider masterplan delivering 462 apartments in a 37-storey building between the city centre and Edgbaston. Securing planning permission required a carefully managed engagement programme to build understanding, address concerns and generate stakeholder and political support.

What we did

PLMR developed and delivered tailored engagement strategies for both schemes, centred on early dialogue and clear, consistent messaging. We engaged local residents, community organisations, business groups and elected representatives to ensure proposals were understood and feedback could inform the plans.

Both developments secured planning permission with limited opposition and strong stakeholder backing.
