The Situation

ECF, the partnership between Homes England, L&G and Muse, delivers major regeneration schemes across England. As a long standing public private partnership operating at scale, ECF needs to communicate clearly around delivery, viability pressures and the role of joint ventures in sustaining regeneration in challenging market conditions. With national debate focused on housing targets, funding and delivery models, it is important that ECF’s voice is represented in policy and industry conversations.

What we did

PLMR provides corporate communications support to position ECF within these debates. A core focus is securing senior thought leadership for Chair Sir Michael Lyons and other senior leadership figures, including articles in Housing Today and Property Week addressing regeneration alongside new towns, national viability pressures and the value of partnership models.

We also draft regular blog content highlighting individual schemes and ECF’s delivery track record, and manage its social media channels, responding to government and regional announcements to ensure messaging remains aligned with current policy direction.

The Result

Our work has strengthened ECF’s presence within national housing and regeneration discussions, reinforcing its credibility with public sector partners and supporting confidence in its long term, partnership led delivery model.
