Galliford Try Investments brought forward plans for a major regeneration scheme at the former Corah Factory site in Leicester city centre. PLMR was appointed to build support among key stakeholders and the local community, with the objective of securing planning approval from Leicester City Council.

What we did

PLMR developed a clear narrative and key messaging for the proposals, balancing the site’s heritage value with the regeneration opportunity and long term benefits. We delivered a targeted stakeholder and community engagement programme, including a public consultation event for local businesses and residents.

We also led the regional media launch, securing coverage in key local and trade titles including the Leicester Mercury, and provided member engagement and briefing support ahead of Planning Committee.

The Result

Following a positive Planning Committee decision in autumn 2025, planning permission was granted. The project demonstrated how clear messaging and focused engagement can build confidence in complex regeneration proposals.
