The Situation

The regeneration and redevelopment of Battersea Power Station is one of the highest profile infrastructure schemes in the UK.

The scheme brings a range of benefits to the area, including inward investment into the UK, high-profile retail tenants and a new town centre for London.

However, Battersea Power Station Development Corporation (BPSDC) were blindsided the by election of a Labour MP locally (with strong community links), coupled with distrust from London Mayoralty team.

PLMR’s job was to rebuild these relationships to support BPSDC’s commercial objectives regarding future planning applications.

What we did

PLMR helped move the narrative around BPSDC away from a narrow focus on housing, instead highlighting wider benefits and areas BPSDC engaged in which were closely aligned with agendas of their critics including skills, energy, local jobs and transport.

We devised and implemented a comprehensive outreach and engagement programme – focusing on these wider issues and demonstrating how BPSDC were delivering on stakeholder objectives.

We also launched large-scale community initiatives and campaigns including the Power to Connect campaign – repurposing old laptops for families in need, a Schools visit programme, and hosting local skills fairs / pop-up events at the power station.

The Result

PLMR has helped BPSDC create longer-term and more positive relationships across key stakeholder groups:

  • Across City Hall Mayoral team (primarily Deputy Mayors)
  • Across relevant national policymakers – including key government departments
  • With local MP and local political stakeholders (CEO now has a regular catch-up with MP)

BPSDC is now seen as an exemplar in terms of community engagement, as well as a positive contributor on a range of wider policy ambitions.

“PLMR’s advice and support has been invaluable in enabling us to build and maintain strengthened relationships with a wide range of national and local stakeholders that are critical to our organisation. Working in partnership, we have been able to put in place creative and targeted engagement programmes for individual policymakers and groups, building awareness of the good work we are doing and how it supports their own aims. This continues to be enormously important as we push forward with our plans.”
